Turtle Mountain Clean Water Project

The Turtle Mountain Band of Chippewa (TMBC) wish to achieve several objectives with the Clean Water 106 Grant. The first and foremost is the establishment of a first rate water quality and water pollution program that will protect the TMBC’s primary source of drinking water for the population of the reservation. Also to ensure the TMBC surface waters, which include, but not limited to streams, lakes, and wetlands.

This program also provides resources water quality monitoring. The TMBC will continue to focus on water monitoring activities to help in the development of water quality standards.

Project Description

The Turtle Mountain Band of Chippewa (TMBC) has found a need to implement a non-point source program on tribal lands. Since the population base of the reservation is high and the land base is relatively low many non-point pollution sources have been identified within reservation boundaries. Some of these non-point sources are adjacent to our freshwater lakes, streams, and some are very close to wetland areas. The first objective is to educate the general public on what they can do to correct some of these problems, such as proper septic maintenance. Human health and the environment will continue to be an important issue affecting the TMBC. Potential pollution to surface waters of the tribal lands is from non-point nutrient sources such as agricultural practices, urban run-off, atmospheric deposition, construction, hydrologic modification, and sewage disposal-treatment sites. The TMBC will implement policies to help minimize or prevent degradation on or in tribal waters through the 319 program.

 

  • Preserve and protect the quantity and quality of tribal water resources.
  • Establish an orderly system for the use and management of tribal water resources.
  • Ensure the tribal members and future generations have sufficient water for beneficial uses.
  • Protect tribal water from any act injurious to the water resource.
  • Encourage optimal development and multiple use of the water resource.
  • Protect the priority of tribal water in relation to other competing uses.
  • Manage surface water resources according to watershed and sub-watershed, with due regard to interaction.
  • Control activities and initiation of processes in watershed systems tending to degrade the water resource.
  • Encourage conservation, water reuse, storage, recharge, exchanges, transfers, and wastewater treatment strategies.
  • Protect traditional, religious, and cultural uses of water resources, also resources dependant upon water.
